CPM Machine Certifications Explained: CE, FDA & ISO 13485 for Global Buyers
If you source continuous passive motion (CPM) machines to resell, the certificate folder matters as much as the unit price. Hospital tenders, pharmacy chains and clinic groups in most markets will not sign a purchase order without proof the device is legally placed on the market. This guide explains the three certifications distributors ask about most — CE (under the Medical Device Regulation), FDA 510(k) and ISO 13485 — what each one actually proves, and how to verify a supplier’s paperwork before you commit to a container.
Regulatory basis: the requirements below are drawn from the FDA 510(k) premarket notification process and the EU Medical Device Regulation (EU) 2017/745. Full references are listed at the end of the guide.
Why Certifications Outrank Price for Distributors
A low quote means nothing if the shipment is stopped at customs or rejected by a hospital’s procurement office. Certifications are the difference between “a machine” and “a device you can legally sell.” For a distributor, the right certificates:
- Unlock regulated buyers (public hospitals, pharmacy groups, tender lists) that reject uncertified equipment.
- Reduce your liability — you are reselling a compliant product, not a gray-market unit.
- Shorten sales cycles, because compliance questions are answered upfront instead of stalling at the PO stage.
CE Marking Under the Medical Device Regulation (MDR)
For the EU and EEA, a CPM machine needs a valid CE mark under Regulation (EU) 2017/745 (MDR), not the older MDD framework. What distributors should verify:
| Check | Why it matters |
|---|---|
| EU representative on file | The manufacturer must name an authorised representative inside the EU; without one, the CE mark is not defensible. |
| Technical file / DoC | A Declaration of Conformity and full technical documentation must exist and be auditable. |
| MDR, not MDD | Confirm the certificate references the current MDR (2017/745). Old MDD certificates are being phased out. |
| Device class | CPM units are typically Class I or IIa; confirm the notified-body certificate matches the claimed class. |
Our range — including the ZB-X1002E CPM Knee Machine and CPM Knee Machine — is built to CE/MDR expectations; request the exact certificate scope for your target model.
FDA 510(k) Clearance for the US Market
If your customers resell into the United States, they will ask for FDA 510(k) clearance. A 510(k) means the device is substantially equivalent to a legally marketed predicate — it is not a full approval, but it is the standard gate for rehab equipment entering the US.
- Ask the supplier for the 510(k) number and the clearance letter; verify it names the exact model you intend to import.
- Many overseas distributors buy CE-certified units, then need US clearance later — confirm upfront whether the supplier can support a 510(k) submission or already holds one.
- Predicate device matching matters: a knee CPM and an upper-limb CPM are different predicates, so clearances are model-specific.
For US-bound programs, our Upper-Limb CPM 2-in-1 and YTK-E Upper-Limb CPM follow the same documentation-disclosure process — request the FDA status pack per model.
ISO 13485: The Quality Management System
ISO 13485 is not a product certificate — it certifies the manufacturer’s quality management system. For a distributor it is the quiet signal that matters most over time: it tells you production is consistent, traceable and audited, not a one-off batch.
- A factory with ISO 13485 is easier to audit, easier to onboard as an OEM partner, and far less likely to surprise you with a defective run.
- It pairs with CE/FDA: regulators expect a certified QMS behind any serious medical-device certificate.
- For OEM/ODM programs, ISO 13485 is often the first thing a buyer’s compliance team checks before negotiating branding.
Other Certifications You May Need
| Certificate | Market | Note for distributors |
|---|---|---|
| UKCA | United Kingdom (post-Brexit) | Parallel to CE for Great Britain; confirm whether UKCA is in place or CE is still accepted during transition. |
| RoHS | Electronics compliance (EU/UK) | Restriction of hazardous substances — relevant because CPM units are motorised electronics. |
| Local registrations | Middle East, LATAM, Asia-Pacific | Some countries require in-country registration (e.g., SFDA, ANVISA, NMPA); ask early, as lead times vary. |
How to Verify a Supplier’s Certifications (Distributor Checklist)
Before signing, run this short check — it catches most compliance risks:
- Match the model — the certificate must name the exact SKU, not “the product family.”
- Check the issuer — CE must come from a named EU notified body; ISO 13485 from an accredited certification body.
- Confirm validity dates — certificates expire; ask for the current, unexpired copy.
- Request the technical file summary — a serious supplier provides it without friction.
- Ask about OEM support — if you rebrand, confirm the certificate travels with your branding or needs an update.
